Board Meeting Requirements Under WUCIOA
WUCIOA's open meeting provisions (RCW 64.90.445) are the most impactful operational change for Washington HOA boards. As of January 1, 2026, all board meetings must be open to unit owners. A minimum 15-minute owner comment period is required at the beginning of each meeting, before the board votes on any agenda items.
Individual speaking time may be limited to 90 seconds per owner. Board meeting materials must be shared with owners before meetings. Remote meeting participation must be permitted. Business between meetings is severely restricted - informal email voting for substantive decisions is effectively prohibited.
What This Means for Your Board
If your board has been running meetings without a public comment period, voting on items by email between meetings, or skipping formal notice procedures, your operations need to change. Board actions taken in violation of these provisions can be challenged and invalidated in court.
